My GTX970 performs quite similarly. At 1080p resolution, I can generally push nearly all features except MSAA and certain advanced options.

It seems there might be an issue affecting performance, despite stable frame rates. Frequent drops and stutters could indicate underlying problems.

60 frames per second is sufficient. The CPU could be the issue since GTA demands a lot from it. Have you checked the in-game CPU usage? Afterburner can help with that.

Sure thing. Usage doesn’t have to hit 100 to cause a slowdown. It can happen in specific games when just one core is at full capacity. I’m confused—my 72 Xeon cores are only using 2% load, yet the game still feels bottlenecked. Maybe adjusting some video settings could help boost FPS.

Your processor is probably under heavy strain. It appears to be running at a low level because the full CPU capacity is divided among eight parts. You can also view the workload of each core in the afterburner mode.

Shadows set to medium sharpness, textures limited to maximum, anisotropic and light effects capped, lightning intensity restricted, water visibility capped, viewing distance capped, pop variety kept low. Performance target: around 70-90 frames per second on GTX 770 (2GB VRAM, i54690K, 4.4GHz).
