It isn't related to your GPU. No chance. Inefficient tuning for a single scenario at 1080p—even with MSAA 4X—shouldn't let you drop below 60fps in most games (except Watch Dogs 2).

It's odd since I don't notice smoke on the screen, yet FPS drops. Also, look at CPU and GPU clocks—GPU load seems normal. This only occurs with one person using the camera (wheel visible) when going backward quickly. The third camera works perfectly.

If you're unsure, the video doesn't have full post-effect, ambient occlusion, and tessellation enabled by default. Consider adjusting those settings.
