The Framerate control in Crimson appears functional, but its effectiveness depends on your setup. You're seeing 300fps on your monitor, yet your monitor only supports 60Hz. Setting it to stick at 60fps helps, but MSI Afterburner still shows higher numbers. This discrepancy might be due to how the game handles frame rates or display scaling. If you're experiencing odd behavior in CS:GO, it could relate to GPU performance, driver settings, or game-specific optimizations. Consider checking your monitor's capabilities and ensuring your graphics drivers are up to date.

Framerate Target Control functions well for me, though I've only tested it on a few games at the moment (SSD failed, had to reinstall Windows...and was occupied with exams). My brother, who plays a lot of CS:GO and has an AMD GPU, is willing to check it out. I'll provide an update soon.

EDIT: FTC applies in CS:GO; he tried 200, 144, 120, and 60 – all successful. Also, you can restrict your FPS in-game through the console settings.

Install Bandicam and turn on frame rate limiting to 60 FPS to see how it affects your playback.

It functions properly for me. I’ve observed that the game needs to be in exclusive fullscreen mode for it to operate correctly. Avoid windowed or borderless windowed settings.

It doesn't function properly for me. >.< Also, is he playing in fullscreen mode? I currently have a borderless windowed setup. I'll attempt fullscreen then. EDIT: It now works correctly. It should be in fullscreen.
