Many users have encountered the same limitation where FPS caps at 60 even after downloading games like AC3 for free. This issue appears widespread rather than isolated. Transferring the game to Steam gives you more control over graphics and overall experience, which Ubisoft often restricts.
It's a play-exclusive release, and regarding the FPS cap, I'm not sure. Why would anyone care about 60 FPS when it's already a solid frame rate? Unless it's a title like CS:GO, the concern is understandable.
The limit is likely managed by the game or background settings (like GeForce Experience or AMD's features), so UPlay probably isn't affecting it. For most setups, a high refresh rate isn't necessary—60 fps should suffice unless you're using a very expensive monitor.
