Thanks for the response! I was actually familiar with how to modify icons. The approach you mentioned in your post matches the one I linked, though it only updates empty folder icons.

I did few research, there are many icon change program/methods. However, none of them bring up the problem I posted here. Isn't this something that definitely user will encounter? I mean, having some icons that are customized and some are not, is very weird, isn't it. of course we have to assume the user who trying to do this customization wants ALL folder icon to be changed...
