The short story is that in Europe Raspberry PI is very expensive and I ran PI Hole on an android device, but other processes are interrupting the smoothness of simple browsing. So I want to change the priority of the app to higher just like in task manager on windows (the phone is rooted). What I'am asking is if there is a way to do that? (If somebody wants me to make a guide on how to run Pi Hole on old android phone leave a comment, there's not a single add in my house rn)

Not really? You can safely skip comments for your region. In Europe and elsewhere it’s best to proceed without specific country details. The easiest approach is to delete any apps or processes that aren’t essential for PI Hole to function. Consider using a custom ROM that closely matches AOSP, ensuring you avoid unnecessary bloat. If you launch the process from a terminal on Android (not inside a container), tools like `nice` or similar utilities can help adjust app priorities—negative values mean higher priority. You might try Termux or Linux Deploy for this purpose. It’s usually better to keep such information private unless there’s clear interest.
