So I just tested this as I went to get lunch and this isn't working for me either. It does up until my monitor goes into sleep mode, but as soon as the monitor goes into sleep mode, and I re-open something like Discord, or even the "new email" window in Outlook, it forces it back to the top left of the monitor. I know setting the monitor to never sleep is an option but then it's always on, backlight always on, making heat, etc, 24/7, I'd really like to avoid that I think.
Enable the feature 'Override Windows Snap hotkeys (Win + Arrow) to move windows between zones'. This lets you swiftly realign program windows. You must press Win + Left/Right Arrow. There appears to be an issue in version 19.2 of PowerToys where the 'Keep windows in their zones when the screen resolution changes' option isn't functioning properly. This might be causing your window positions to reset. They are reportedly working on a resolution, so you can either wait for the next patch or use version 18.2 which has been confirmed to work while you wait. Wow, thanks a lot! 18.2 is working perfectly now. It makes a big difference. I’ve got some random zones set up for windows to appear where I want them, and they’re showing up correctly when I open them. I can add new zones here, place windows in specific spots, and use shortcuts with DisplayFusion so I only need one keystroke to restore everything to its desired position.

I didn't intend to lower the quality of these solutions by calling it duct tape, just in case I needed a more lasting fix. I went through all the registry adjustments, but they didn't help. I reinstalled almost everything possible. The monitor doesn<|pad|> to have no deep sleep mode (ASUS VG27BQ). Something I haven't tried was recommended on a forum: purchasing premium DP cables to swap the bundled ones. Probably not the problem here, since the main difference between cable standards is just the speed.
I managed to resolve the resize and window positioning problem. Still, I keep encountering issues with the NVIDIA GSSync monitor connection and it takes a few seconds for my displays to activate. I attempted this before but it failed, until I remembered to turn on my third monitor (TV) intermittently. It seems there are default settings in the Windows registry related to resolution changes during monitor disconnections (like deep sleep).
