I'm unable to run the application directly since it's launched through a launcher via Steam. I've tried different settings in Steam, but nothing works. I noticed that checking 640*480 allows it to function at that resolution. Could you explore changing the compatibility setting from 64*480 to another value?

Located at K:\Program and Files\Steam\steamapps\common\The Witcher 3\bin\x64\witcher3.exe, the file displays correctly at the specified dimensions.

the application in question is age of empire 2 HD, if i try to launch it (Aok HD.exe) directly, it give me an error steam first opens the launcher (launcher.exe), thru the launcher, i press play, which then launches the game (Aok HD.exe) so there's no place i can add "-width 1024 -height 768", if i use a shortcut and direct it to AoK HD.exe, it'd just give me an error. I've also tried to create a man in the middle shortcut, by renaming Aok HD.exe into something else, and create a shortcut,named Aok HD.exe, that points to the renamed Aok HD.exe, but if i do that, game doesn't launch also tried using steam to create shortcut, but that shortcut uses a url format ------ This is why i'm asking if it's possible to modify the 640*480 into another resolution in compatibility mode, as far as i can tell, it's the only way to affect the game resolution, as there's no in-game setting for resolution, and i don't want to manually change the screen resolution everytime i want to play the game

I resolved the issue by updating the manifest and fixing Windows scaling. Problem solved.
