You can use the unstable early version of dedbian 9 or set up ubuntu, fedora, arch; newer options work better. Debian is excellent, but it becomes outdated quickly compared to release schedules—this was part of the reason behind Ubuntu’s goal to offer a bi-annual stable version of debian.

It might be feasible to upgrade directly from Debian 8 to 9. If that's the case, it would be wise to hold off and monitor further updates.

If it's only for a server, I'd keep it. I don't have Xserver installed on my Debian server.

Yes, I believe the 'freeze' date was around January or February 2017, when no new entries were made, and they usually officially launch about six months later.
