Disable high-end graphics options. Reduce shadow detail or enable AMD CHS. Lower grass tessellation at nearer distances and decrease NPC count.

I'm not sure if this connects, but I had to halt play because I used to get consistently solid performance (60-90 FPS when synced). Then one day it just began dropping to mid 50s even though no adjustments were made. I even tried reducing graphics settings, but it didn't help. I thought Rockstar had finally damaged it like they did with GTA IV, except here the issue seems tied to the disk version—there was an easy way to go back to a stable patch, but now it's not so simple.

Consider your hardware and the target performance. A stable 60 FPS on your older laptop suggests it can handle the requirements, so you’re not likely to need higher versions unless you plan for future upgrades.

I’d try to run it at its maximum while keeping temperatures under control and stability in check. GTA5 is quite demanding on the CPU, and pairing it with a GPU that has higher CPU usage only makes things worse. Overclocking could help slightly, though I’m not sure how much improvement you’d see—it might make a small difference if the CPU is the main bottleneck.
