It either functions or it doesn't. The "ERP" option controls whether USB standby power is active when the machine is turned off (when disabled), or completely turns off USB when powered down (when enabled). Despite this feature being available in some BIOS settings, it frequently fails to operate on certain laptops. Other machines have dedicated configurations for USB ports during shutdown, and those tend to work because Dell limits the number of exposed options. My MSI GT73VR includes this ERP setting, but USB ports remain disabled at power-off regardless of the selection. In contrast, the older MSI GT60 (around the GTX 580m era) supported USB power during shutdown, whereas my Z390 Aorus Master fully supports the ERP setting.
