I intend to use a 9700k with all core turbo instead of just one or two, and a 5700xt either red devil nitro or red dragon. I'm checking if the Z390 gaming edge AC from MSI is enough for this setup.

It's a decently reviewed motherboard so you should be fine. All core boost isn't a very taxing overclock. If you're worried you can combine the all core turbo boost with a negative vcore offset to reduce the power the CPU draws while boosting. I was able to get my 9700k set to 4.8 all core boost with a -.02 vcore offset. I could probably do more, but the temps are fine, the cpu is stable, and the difference of 1-200 mhz more is so minor.
