The BIOS Setup contains a "Multi Core Support" option with four choices: All, 1, 2, and 3. "All" is the default selection. Another option, “Intel SpeedStep,” is enabled, which directs the processor to operate at its maximum performance level; disabling it allows software control over CPU performance states. “Intel TurboBoost” is also enabled by default. I did not locate a thermal limit option within the BIOS, but Dell forum users reported that disabling “Intel SpeedStep” aided in reducing temperatures, though it resulted in higher operating temperatures. I apologize for the inconvenience and thank you for your patience; I am not highly experienced with technology.

I have installed Intel TurboBoost Monitor to track my CPU levels and believe I’ve identified the issue. Whenever I experience stuttering, I minimize out of the game and observe that the monitor displays: https://imgur.com/sPTuSO8. Occasionally, the green bar is absent, indicating a near-zero GHz frequency. Please advise.

If you minimize a windowed application or alt-tab out of a fullscreen game, it’s functionally equivalent to idle time, and therefore the CPU performs similarly.
