Sure, I've reviewed it. You typically apply a skin on your Steam account, but there have been some updates. You can find this by visiting the top bar in games or adding a game in the bottom left corner to enable a game code.

How old is your Steam account? Have you made any purchases from the Store? Valve has various restrictions in place to prevent abuse, this is the usual cause for missing features. Here's another code ($1 Ride) to try just in case: JE92J-RFF0A-357JJ
