You can add SA:MP to your Steam account and link it to your San Andreas library. Make sure it's installed on your new GTA:SA version.

I’ve already reduced it to 1.0 and am starting the installation now, just to check compatibility.

Are the servers identical? Yes, SAMP and MTA:SA players can join together and view the same servers. Your SA download is version 1.0, which seems unusual but that’s okay.

It was off—just a low-quality version. As soon as I looked, I saw it wasn’t 1080p.

What? I downloaded the game from Steam. The README mentioned version 1.0, but the menu didn’t look mobile-friendly.

Sure, I understand. I looked into the setting to see if it updates automatically, and it seems it might be loading the original version when it was first added to Steam.

He might receive the overlay. I include a large portion of my non-steam titles on Steam, such as the dolphin emulator, and still obtain the overlay.
