You can adjust this via Control Panel → Hardware and Sound → Power Options → System Settings. Are you experiencing delays? For example, 5 seconds, 10 seconds, or an hour? Because loading data from disk is slow, shutting down abruptly before it finishes might actually be the cause of the failure.

Windows restart doesn't always completely power off the system, so a forced restart follows a separate process to bring it back online.

If corruption is suspected, running admin mode and executing sfc /scannow may work. Fastboot/hibernation on desktops is problematic due to instability and can cause installation failures. Personally, I turn off features related to power saving, hibernation, and fastboot.
