Hello, I'm assembling my first PC. The PCpartPicker lists those two components as required, but can I run it without purchasing them? My build includes a Corsair 4000D airflow case and an Asus ROG STRIX B450-F GAMING II ATX AM4 motherboard.

You don't require adapters. The 4000D Airflow features a USB-C port on the front with a USB 3.2 header. Since the B450-F Gaming II is an older motherboard, it lacks this header. The system will function, though the case's USB-C port won't work.
