I attempted to push my GPU to higher speeds but it didn’t succeed. I gave up until I tried a workaround to ignore hardware limits. After restarting, my system ran extremely sluggish, Avast reported its firewall was disabled, and turning it back on caused crashes. I ended up in safe mode, which resolved the problem. I’ve identified the issue as a process named LocalServiceNoNetworkFirewall consuming all SSD bandwidth. Once I reset my PC midway through the troubleshooting, everything worked again and that process vanished. It’s unclear what originally triggered the problem, but it’s now fixed. If anyone sees this thread later, let them wait about 30 minutes before checking again.

Uncheck the afterburner setting and restart the system. This feature was discontinued by AMD in 2012. If not possible, remove both AMD drivers and MSI Afterburner in safe mode or reinstall Windows.
