You're interpreting the implication correctly. I'll attempt this setup and verify if Windows and Task Manager display 32 GB of RAM instead of the current 16 GB.

It's uncertain, but dropping dual channel will definitely reduce performance slightly, though 32GB would be a better choice if you plan to use more than 16GB.
