I understand the situation clearly. Legally, buyers must install Windows themselves to accept the license, but sellers can still activate it without additional steps. It is indeed feasible.

Consider generalizing sysprep, it may suffice as the system remains unchanged. It's better to remove all existing components and begin with a new operating system.

When Windows is activated for the first time on a new PC, using either a product key or (if OEM) the key embedded in the BIOS, the Microsoft activation servers record the hardware ID of the PC as possessing a valid Windows license. This hardware ID combines details from the motherboard and the CPU—altering either component can make it appear as though a new PC is being used.

This setup ensures that once activated initially, the system will automatically activate whenever the same version of Windows is reinstalled. When selling a used PC with the Windows license, simply reinstalling Windows without rebooting into the OOBE is sufficient. The new user must then complete the OOBE process and accept the license terms; since the hardware ID already indicates activation for this version, it will activate automatically.

Selling a used PC essentially mirrors the process of installing Windows yourself. After activation, it remains active each time (unless you modify the motherboard or CPU). If the buyer possesses a digital license for another Windows version, they can install and activate it using their own digital license.
