You can activate touch scrolling across all applications in Mint by setting the appropriate configuration files, similar to how Microsoft Windows handles it. For Firefox, adjust the security settings file to include the correct parameters, ensuring only Firefox gains this feature while other programs remain unaffected.

Touchscreen functionality varies greatly depending on the application and there’s no single way to enable it universally. Some solutions perform well while others don’t. Many rely heavily on Wayland, with Firefox supporting it natively on Wayland, whereas Cinnamon on Mint continues using X11. For general compatibility, stock GNOME running on Wayland seems optimal, but you’ll need to test other options to find what suits you best.

Do you know any simple workarounds for using tools without settings or parameters, such as in Firefox?

Not well known, but Firefox is one such app with touchscreen compatibility, though it doesn't work on Linux Mint Cinnamon.

I tested several distributions but none functioned properly right away: PopOS, Manjaro, Ubuntu, Zorin...

You might want to explore Fedora Workstation, which offers a complete GNOME installation. Although it's an enterprise-oriented distribution, they may have restrictions in their repositories and could contain patented software or licensing issues like codecs. Make sure you're running Wayland instead of X11. I'm aware that PopOS and Ubuntu often provide customized GNOME versions that might affect accessibility.
