Hello, I’m a reasonably enthusiastic gamer who primarily plays Rainbow Six Siege – a game that demands more processing power from the CPU than the graphics card. My system includes an Intel Core i9-9900K paired with a Zotac RTX 2080 Ti on a Z390 Designare motherboard. I'm experiencing significant difficulties achieving frame rates above 200-250 frames at low settings, even after attempting various optimizations like overclocking the CPU and GPU, adjusting the CPU voltage loadline, and varying the overclock levels independently. I’ve tested both the highest and lowest graphical configurations without success in locating a stable performance level. My hardware configuration also includes a Corsair AX1200i power supply, a 512GB M.2 PCIe drive, and a 256GB Samsung Evo 960s SSD configured in RAID 0. Rainbow Six Siege is installed on the Samsung drives, while Windows functions, most drivers, and third-party applications run on the M.2 drive. I own a 240Hz monitor, which motivates me to consistently reach frame rates exceeding 250fps.

The issue with your computer is solely the display resolution you’re using.

Acquire a 1440p or 4K screen, and that will resolve the problem.

The RTX 2080 Ti wasn't designed for systems playing at low resolutions; there isn’t a processor available to match its performance in those circumstances.

Even the powerful 9900k struggles significantly at 1080p and below.

You are experiencing a display limitation.

This system boasts premium-grade parts across every area.
Processor, graphics card, storage devices…
Nothing surpasses this.

I’m also running a system with 64GB of RAM at 3200MHz on a Corsair Vengeance LPX kit, and I have a 360mm liquid cooler from Captain 360(ex)x. It's perplexing that I’m only achieving approximately 200 frames per second while my friends with less powerful hardware are consistently reaching around 300. I can share my user benchmark results if you wish, and I'm trying to figure out how to improve my frame rates since it appears I should be performing better.

The speed of gameplay is influenced by the display’s resolution; at what resolution do you typically play games?

I’ve experimented with various resolutions, including 1920x1080, 1600x900 stretched, and 1280x960 with black bars, repeatedly switching between high and low graphics settings across all of them. I also verified that my in-game FPS wasn't limited by setting the maximum frame rate to 0 within the game files. A benchmark score of 3245 was achieved using the Intel Xtreme Tuning Utility without any overclocking.

A computer costing $4,000 can run a five-year-old game with minimal graphics and a 900p display. I find this perplexing.

yea exactly, i know thats why im confused. A 5 year old game thats completely unoptimized and i cant get 250fps at 900p. Here are my User Benchmark Stats.
UserBenchmarks: Game 152%, Desk 141%, Work 144%
CPU:
Intel Core i9-9900K
-
103.5%
GPU:
Nvidia RTX 2080 Ti
-
202.8%
SSD:
Samsung 970 Evo Plus NVMe PCIe M.2 250GB
-
260.9%
SSD:
Intel Raid 0 Volume 512GB

RAM:
Corsair Vengeance LPX DDR4 3200 C16 4x16GB

Edit: Side note, anyway to make sure that my watercooling is working correctly? I feel as though my cpu is running a little hot, even when not OC'ed.
