A video showing low frame rates. The configuration isn't too poor, and I'm not sure how this happens. The GPU and CPU aren't at their maximum. The settings are decent too—4x MSAA and quite high. This is the GTA V Story Mode on Steam.

You're stuck with a high frame rate on your 1080Ti, but the CPU stats aren't showing up right. Double-check if you're relying on the integrated GPU or if frames are being routed through it unexpectedly.

The typical frames per second is recorded at 120, indicating it is clearly surpassing 50 fps

It seems the CPU might be the main issue creating a bottleneck. You're likely right about that, though you're unsure why the usage stats are off and experiencing fan speed problems. To confirm whether your iGPU is being used, check the BIOS settings or look for information in the system logs. The HDMI connection should route directly to the GPU, but if it's not working as expected, there might be a problem with the cable or port.

It began with extremely high FPS in a few moments, and then it slowed down to around 50 frames occasionally. I’m unsure why MSI Afterburner displays this behavior, but during gameplay you notice the performance drops below the smooth play threshold.
