He's right, it's technically not illegal in sense that there's no criminal charge for breaking contract. Valve has right to terminate account and ban user/s from their services. But at the moment thats about all they can do.

Leaving steam means a permanent prison term. Trading your account gets you ten years. Selling it and joining the peasants means freedom, no penalties.
