Access to the WindowsApps directory is blocked.
I really value your input on this fix. It's been several weeks since I set up the program, and thus far, everything seems normal. This issue is quite strange and complicated. In fact, it occurred twice on my system, which was quite stressful. Initially, I didn't grasp what was going on; I assumed it was a virus since I couldn't launch any applications or even access the Windows search bar, which would close unexpectedly. Eventually, I had to reset everything. The second occurrence came when I realized the problem stemmed from Windows itself, not my permissions. I changed the UAC settings so it never requested admin rights for apps. Recently, it happened again, but now I had a hint – an error stating that "Microsoft Teams can't open because Windows doesn't have access to the WindowsApps folder." That helped me understand the source was the operating system, not my user rights, which couldn't open its own programs and thus failed to run them. This also explained why the search bar wouldn't work; it's stored there and couldn't start, even in safe mode, which was problematic. Overall, thank you for sharing this solution, and I hope a small percentage of users facing this problem can locate the remedy.
