Have you considered alternative methods? The settings you've tried haven't worked, and PTP filesharing is currently unavailable. YouTube functions normally, but other options may be limited.

It's the hospitals' WiFi and their policies. Yes, they can restrict any traffic they decide to block. They likely don't want you sharing files because it would consume bandwidth. My take is to handle it yourself. Also, bypassing security measures or giving instructions violates our community guidelines here.
