There isn’t a standard way to run Windows 7 or 8.1 on a Mac without using Boot Camp. You can’t simply swap the boot drive to get those OSes. If you’re looking for alternatives, consider using a virtual machine or a compatibility layer like Parallels or VMware.

In theory, you might install it via an EFI bootloader, but it's quite complex. Opt for Bootcamp instead.
