You have 970 sli and the game isn't running at full speed, possibly because your i7 is causing performance issues.

It's not your computer—it's the game. Disregard the "I get 60fps" remarks. Some players run frantic for five minutes, achieve 60fps on towers while gazing upward, then claim the game runs smoothly. I've witnessed PCs pushing the game to 60fps and still experience brief drops back to 30. The visuals seem impressive at times, but more from the effort put into building the environment than from technical prowess.

Consider turning it off? You should be able to get the best performance without MSAA at 60 fps on your 970. Your i5 seems to handle it fine—just checked CPU usage, and even with a lower overclock I’m maintaining around 60 fps in a short test. I added radiators to my setup, which limited airflow when using an air cooler (see the link for details). R00de (a good way to annoy someone, you don’t have to be a … when you disagree). I won’t argue with you about it. Just run the game on a GTX 980 with an Intel CPU and let me know what you see.
