I plan to assemble my new PC this autumn and need to check if I can install Windows 10. Yes, I already have a copy of Windows 7 ready to go, but is it possible to upgrade later without committing right away?

You can purchase it since those who booked the upgrade received it on the 29th of July.

Ensure upgrades by July 30, 2016 to qualify. Before July 29, 2016, participation in the technical preview remains possible if Microsoft doesn’t terminate the program earlier.
