RAM voltage comes from the motherboard and typically stays between 1.2 and 1.35V, often around 1.35V. You can tweak this in BIOS settings if necessary. It's unrelated to your PSU's output. They didn't include every sub frequency. Options like 2933, 3466, 3066, and 2666 could be used.
Why would entering the bios fail to load the XMP profile? It seems there might be an issue with the settings or compatibility.
