Exactly this point. In GTA V, you're taking advantage of the VRAM, using only half of what the game claims you're utilizing when you're connected to a 2-way SLI or Xfire setup.

modern developers don't seem to rely heavily on large amounts of VRAM, often using unnecessary space for the sake of perceived quality. I've noticed games that appear standard yet consume around 6GB without any obvious quality boost.
