The motherboard doesn't influence performance unless you're planning to overclock.

The motherboard isn't the main factor, it's the CPU and GPU that count. Edit: you'd need to specify your CPU, GPU, and motherboard as: CPU: AMD Athlon 220GE, GPU: AMD Radeon 580, Motherboard: ASUS Prime A320M-K

Boards won't significantly impact performance. Perhaps a superior board could boost efficiency by around 5%. If one board handles CPU better, that would matter. Generally, a board with 25A phases might struggle with a 6-core processor, so upgrading would be wise.

The specifications are sufficient for 4K editing. A total of 3500 plus 1060 should work well. Use a solid-state drive for optimal performance. The motherboard supports a 65W CPU without overclocking.
