I've observed unusual FPS drops when starting a Fortnite match. It sometimes drops to just one frame. I'm unsure if it's related to the CPU or GPU. My PSU is a budget model and I upgraded it later, but for most of the game it seems to stabilize. (Don't worry if you're not a Fortnite fan!) If you have any tips, it would be greatly appreciated. That's a bug in Fortnite, I have it too with a better system. It's probably the CPU loading stuff. You can download MSI afterburner and check usage. If it uses 95%+ of GPU while lagging your GPU is the issue, if not it's the CPU. A Ryzen 5 or i5 would probably work well. You can of course buy an even better CPU but it won't make much difference, I'm already GPU bottlenecked on a 2060 + 10400F.
