It seems my frame rate would drop from 70-80 to 40 over time, then stay that way until I restart the PC and check temperatures. Despite not overheating, I’m puzzled by this issue. Any assistance would be greatly appreciated.

Are you keeping an eye on your temperatures AND clock speeds? Aim to record the moments when frame rates decrease in the logs from HWiNFO64 and GPU-Z. You should notice downclocking on your CPU and/or GPU.
