I would halt the download and verify that the installation directory matches the location of your files. This allows you to transfer GTA to another drive, provided the launcher points to the correct files. Then it will simply confirm their presence before starting the game.
Usually when something like this occurs, I reinstall the installer on the disk. It verifies the existing files and fixes any damaged ones. But without the disk it becomes more challenging. If you try running playgta.exe, what does it look like? How large is the GTA folder? If it reaches or exceeds 61 GB, things seem odd, but if it's below that, some files appear missing and are being re-downloaded.
