Place a fan to direct airflow over the CPU and the back of the card. (Yes, I understand you mentioned everything is at 60°C... but it's actually getting warmer. You should consider using a Coolermaster GEMIN II if your cooling isn't sufficient.)

You're only seeing the temperature on the CPU, but it might not be accurate. Consider all components that generate heat—heat sinks, power circuits, back of the card, and PCIe slot. The amount of memory used matters too. How does the game perform when you disable 7 cores?

At full load, CPU temperatures stay around 60°C, while the 970 and 570 models reach 75-80°C. The room temperature hovers between 50-65°C, and the HDDs remain cool at 30-40°C. Even with parts that get warm, it doesn't affect my experience. I'm using high-quality cooling solutions, including a H55 AIO liquid cooler, and all fans operate efficiently to manage heat distribution.

I usually position them so the tubes are down or mounted on the roof. I still believe heat is an issue. How does it function with 7 cores turned off? What's your memory usage? What's your processor speed? Don't mention watts.

Check if it was hot, then determine why the game is lagging at launch. Before any performance improves, investigate the cause.

Update the audio settings in CS:GO. Try turning off the new sound engine to determine if it improves your experience.
