Find a laptop CPU capable of exceeding 40fps for Cities: Skylines. Also, consider the laptop version of any CPU that meets this performance requirement.

In the end, it's more about the game engine than the CPU speed. That's essentially how cities work.

Looking for a CPU that runs well and feels good in a 200 dollar budget?

The Ryzen 3600 stands out as a top value CPU for gaming when paired with the 1600AF. Both perform well until the game engine reaches its limits. For laptops, the 9750H offers strong performance, while the i5 H series can also handle it. New Ryzen mobile CPUs are expected soon and appear promising for better performance at lower prices—though you might want to wait for their release.

It's a Ryzen 2600 model sold under the 1600AF branding. It's budget-friendly and offers good performance, though it can be hard to locate.

you're seeing 40 fps but not higher because the game engine isn't making use of more cores. your cpu and gpu usage remain around 40%, which limits performance gains. there aren't many options left to improve this situation.
