My PC is experiencing intermittent issues that prevent programs from launching or opening, but not during gameplay. The problem is unpredictable and inconsistent. Affected applications include Spotify, Streamlabs OBS, Fortnite, and occasionally Google Chrome. Previously, it occurred when attempting to open the search bar (Cortana disabled).

Specifications: i7-8700k, RTX 2070, 16GB RAM 3200MHz, Asus Z370A Mobo, NZXT Kraken X62 cooler, 850 EVO 500GB SSD, 250GB EVO. Windows 10 1809 is installed. Updates are disabled. Drivers are updated via Snappy Driver Installer and GeForce Experience. BIOS update will be performed shortly. I routinely use CCleaner and Malwarebytes. Previous modifications include Regedit edits and Winaero usage following a professional optimization review.

During freezing episodes, extended shutdowns or restarts (over 10 minutes) occur. I typically power off the system by holding the power button. Memory diagnostics have not revealed errors. XMP is enabled for RAM (3200MHz) and CPU (4.30GHz). Temperatures never exceed 150°Fahrenheit.

I am seeking assistance to determine if a complete wipe is necessary, as memory tests are negative. I suspect a software issue.

A full virus scan via Windows Security found no issues. The queryperformancefrequency is 10MHz, not 3.6MHz. All Speccy drivers are present and may be corrupted or incorrectly installed. High precision timer has been disabled. Screenshots documenting the process are included. I will pay $10 if a permanent fix is identified.
