I plan to overclock it
So far I've only found this one good option
Hyper 212X
My case dimensions are 420*201*365mm and the CPU cooler fits an 165mm size

Not sure why you want to spend more than $250. There is no reason to spend over $150 as these are already top end HSF and PSU:
