Although I’m not sure if it was included, you can incorporate elevation maps within the Skylines map editor. Clearly, someone invested a lot of time in this... I really don’t get how people could accomplish something like this so quickly.

I understand someone has shared a Tamriel map, especially since The Elder Scrolls are involved. Of course, it won't be long before people start building content to fill it in.
