I recently received a request from a friend to assemble his initial gaming computer. Here are the specifications I’ve used:

Processor: Ryzen 5 2600
Graphics Card: Sapphire RX 580 with 8GB of VRAM
Case: Cougar MX330-G
Power Supply Unit: CXM550M
Motherboard: ASRock Fatal1ty B450 Gaming K4
Hard Drive: Western Digital Blue 1TB
Memory: Patriot Viper with 8GB (4x2) modules

This is the system I constructed for him. I initially considered a Gigabyte X470 Aorus Ultra Gaming motherboard, but it exceeded our budget. I would have upgraded to 16GB of RAM if possible, however that also pushed beyond our spending limit. I'm also seeking recommendations for a suitable CPU cooler.

Excellent component choices. The construction is generally robust. If you're not aiming for exceptionally high frequencies, the included cooler will perform adequately for modest overclocking. Considering you aren't using an x470 motherboard, attempting extreme clock speeds is not recommended.

If you have additional funds available, acquiring a fast-loading solid-state drive would significantly enhance performance. The remainder is satisfactory as it stands.

Would a Samsung SSD 860 Evo with a 250GB capacity be sufficient?
Furthermore, do I require a separate CPU cooler, or will the included one adequately maintain temperatures within the 50-60 degree range?

The 860 EVO is a top-tier choice, and it’s certainly worth considering. The included cooler performs adequately; however, applying a high-quality thermal paste such as Thermal Grizzly Kryonaut would significantly improve performance.
