I've spent around 5 to 6 hours watching stream clips of Just Cause 3. It feels similar to Just Cause 2, mostly lacking depth and lacking meaningful civilian interaction. Your enjoyment will vary based on your creativity. The environment offers plenty of opportunities for stunts and exciting ways to defeat enemies. Personally, I grew tired of this style in JC2. Even the story was disappointing. I dedicated about 121 hours to Fallout 4. The narrative is solid, with an intriguing mystery around the institute and synths, though that's all. Since I didn't have a strong bond with Shaun, I didn't pay much attention to his character. Most quests are repetitive—often just fetch missions where you're tasked with eliminating groups of foes. Preston repeats the same tasks, often saying "I've got something new for you" in a dismissive tone. The Institute missions are equally uninspired. The BOS and Railroad missions stand out as more engaging. Building settlements is one of the game's highlights. The dialogue feels uninspired and poor quality. The world is reasonably sized and full of exploration spots. Finding and looting items is the most rewarding aspect. Which one is better? JC3 is more rewarding if you're creative and prefer story-driven gameplay, but it still falls short compared to Fallout 4. Fallout 4 offers more fun overall, especially for role-playing and exploration, though its story isn't outstanding either. Maybe I'd enjoy JC3 for its fresh mechanics, but for pure entertainment, Fallout is the clear winner.

Fallout 4 behaves poorly, often dropping to 30fps in towns despite having a solid setup (980 4690K, 8GB RAM). It seems the developers might have aimed for a cinematic feel but didn’t account for performance issues.

It’s really low quality performance—around the frame rate you see in those spots at 280x. Bethesda seems to have a rough port. Looking into it, JC3 might not be very stable either.

Yes, it is the game. Literally almost everybody is having major FPS drops. And although I think the game looks fine, the FPS drops doesn't reflect visually. Now, if 40-60fps is good for you, good. But for most people the FPS drops are unacceptable. And lowering the graphics settings to low literally makes no difference. I know somebody with a 980Ti who plays the game at 1080p (yes, I know) and even he doesn't have a stable 60fps all the time. The game is horribly optimized, end of story.
