The i3 will have trouble in GTA V. How does an XBOX 360 manage to run it smoothly? I've seen an i3 hit over 60 FPS in GTA V—it doesn't seem like it's struggling at all. It's similar to thinking a pan can handle cooking eggs.

They shouldn't think you can reduce graphics settings just because

It will run at its highest visual performance since it would slow down any card that could reach maximum if the I3 isn't optimized. You should likely achieve around 75 frames per second on the simplest settings, though onboard graphics may vary based on the processor model.

It wasn't specified whether it used a dedicated graphics card or integrated onboard graphics.

visual parameters affecting the CPU include viewing distance, physics, and shadow effects (occasionally). Other settings don’t influence the CPU and mainly affect the GPU. Also, even a mid-range X4 860G can handle GTA V on ultra settings.
