Hey guys,
Here are the details:
Specs:
PSU: Corsair RM 650W
OS: Windows 10
Motherboard: Gigabyte z97x Gaming 5
CPU: i7 4790k @ 4.4ghz
Memory: 16GB DDR3
Hard Drive: SSD w/ Windows + 500GB Western Digital Black
Video Card: GTX 1080 (similar issues with R9 390X)
I’m curious if running the CPU at 4.4ghz might be affecting my games, especially CS:GO, even though temperatures are normal. Could there be another factor causing the problems?
I’ve experienced stuttering or choppy performance where I can see individual frames. This happens whether I lower my FPS or push it up to 400-500. It’s occurred with both an R9 390X and this new GTX 1080.
I haven’t done any overclocking myself, but I’ve never had crashes or blue screens. Temperatures have been stable when checked, though I did so in the past trying to investigate.
Any suggestions?

What is the CPU load during the stuttering? I need to investigate further. I've monitored before, but after reformatting everything else I lost the screenshots and forgot the details. There are stages where I feel overwhelmed and try to fix it, but sometimes it's just the GPU. Now with a 1080 resolution it keeps happening.
