Previously encountered this task and have wanted to tackle it myself with my old Q9550 long time ago. The design shows the edges of the substrate have been sanded down to make it safer. After that, just drill a clean hole through it—ideally using a drill press. If you wish, counter sink each side of the hole so whatever you insert won’t wear down quickly. It’s a great way to give new life to old or unused CPUs!
