The cooler isn't an issue. The CPU will reach 95°C under full load regardless of the cooler chosen. See the videos for more details. The OP's idle and gaming temperatures are ideal.
Occurs under specific conditions. My 9800X3D reached 97°C during shader loading for Forza Horizon 5. Windows Defender also spikes to 97°C sometimes. It’s not a cause for concern. Just tweak your CPU fan speed to reach full capacity at 95°C and you’re safe.
They aren't very good, my friend. That's a big problem. You might want to take a closer look at it.
Apply a -20 curve on PBO then secure the cores at 5GHz until you reach a cooler state
If your unit is really problematic, the Arctic Liquid Freezer III 240 Black at 68,90 € offers a more budget-friendly option compared to the Noctua NH-D9L at 82,90 €.
Why lock cores to 5Ghz? Seems counter productive to have the CPU "work" when there's no "work" even though some people lock CPU clocks like it's a normal thing. If you want Air, Thermalright Phantom Spirit (120 SE), Thermalright Peerless Assassin, Deepcool AK620/AG620, D-COOLING FROZN A620 PRO. 83€for Noctua NH-D3L is pretty ridiculous, you could get 360mm instead of that, if your case supports 360mm radiators. NH-D3L is also only like ~110mm tall, so lot of the heatsink is missing, Thermalright and other popular dual tower coolers are ~160mm tall, they also have 2 fans instead of 1 on the Noctua. For Noctua you'd need NH-D15, but that one is 110€, and coolers that are 1/3rd of the price can do similarly good job. Also, how many fans does your case have? If you open the side-panel, do the temps improve?
When using air cooling, the Thermalright Peerless Assassin 120 SE is priced at 44€. Switching to water cooling would bring it down to 240 Black Liquid Freezer III 240. Choose water or air as you prefer. Thermalright works well. A front-mounted radiator size of 280mm fits your setup. Have you checked the side-panel performance? Run Cinebench with side-panel disabled and observe temperatures.
