The focus isn't just on blender visuals or streaming content. Intel is performing better in its intended scenarios now. I understand this might not be widely accepted, but software demands won’t change. There’s a sudden push toward requiring eight cores in the near future, even though many machines still run with four to six cores.

You're planning a project with a budget around $1K. You already own a PSU and a water cooler from a previous build, and you're looking to upgrade your monitor as well.

The power supply is under six months old; the previous unit failed on the current setup. It’s a Cooler Master Masterwatt 650 and the enclosure is a Cooler Master CM690.

Sure, for the price I'm paying, I don't feel like I need an RTX 2080. If I chose an AMD CPU, I'd probably go with a RX 590.

For reference, your present setup uses an i5 3570K operating at 3.4 GHz.

For the RX 590, it's usually better to choose the R5 3600 instead.

3800x matches the price of 3700x. For your specific needs, either 9700k or 3700x/3800x works well. Turning off smt on the Ryzen could add another 100MHz for overclocking if you intend to push it further.
