Silicon lottery is essentially a matter of chance. The Mobo quality isn't the issue—just now I learned it's limited to a 4-phase power design, as mentioned by @Jurrunio. Pushing it further to 1.4 seems even riskier, suggesting you might have really missed out on the silicon lottery.

He’s reaching the stage where voltage scaling becomes less effective. My design requires 1.360v at 5ghz, roughly 1.310v at 4.8ghz. At 3.7ghz I can drop to 1v, which is a 0.30v improvement for the 1100mhz base to the core. Not exceptional, but fairly typical.
