I adjusted my previous comment. Regarding Cinebench, are you certain the value reflects the Multicore test results? A score around 14900k would typically range from 2100 to 2200 for the Multicore benchmark.

If not using an Arctic Liquid Freezer III with proper intake in a well-ventilated MESH case plus a minor overclocking, you should achieve full performance without overheating. These processors generally won't run smoothly on standard off-the-shelf systems unless adjusted for temperature control.

First he should configure the Intel specifications. Avoid unlimited MSI auto boost settings to ensure proper CPU cooling. When the amplifier is set to 307Amp, PL1 at 125W and pL2 at 253W respectively, he can experiment with undervolting by around 50-75 microvolts.

Intel shares differ significantly from motherboard BIOS stock. Even with a custom loop, letting Gigabyte manage my 13900k under its "stock bios settings" still causes thermal throttling during games. Most of the heat isn't really Intel's responsibility. Manufacturers are setting power limits too leniently.
