He should consider the i5-13600K for better value. The 5700X3D is a strong option but may cost more upfront.

country? budget hinges on both price points and workloads; if someone focuses more on productivity, the 13600k makes sense. If they spend more on gaming—especially sim games—the 5700x3d is likely justified. Many still pay well for older models like the 8700k, so a significant portion of the upgrade cost can be recouped through resale.

USA, I was searching for good value. X3D chips are solid for gaming, but it’s hard to compare their performance to higher-clocked chips of similar price.

This depends on the specific scenario and costs involved. The 400$ bundle for the 7600x3D model seems quite attractive, especially since it's not available elsewhere. The 5700x3D version would only become more valuable if you can purchase it for $140 off AliExpress with a board price under $70 (likely around $450), bringing its cost down to about $250.

With a RAM module in place and strong cooling, your 8700K can reach around 5700x3D performance

Clock speeds don't really matter. Comparing CPUs this way isn't very useful, especially across the same generation. Techboiiii shared a helpful review. There are also other options like checking TechPowerUp and Gamers Nexus reviews, which list many CPUs regularly.

It's similar to a 20% improvement in speed...

For a platform upgrade to AMD, choosing AM5 with a 9700X is definitely worthwhile. It surpasses or matches the 5800X3D in most gaming scenarios. The price point is fair, and it provides a solid foundation for future upgrades. The 5700X3D only makes sense if you can find it at a very low cost, since otherwise you'd need a completely new system. But which GPU is he using?

Never imagined it would be this good for $400. It's a solid option for building on AM5.
